Under these circumstances I thought it expedient to refer the whole subject to Sir Rutherford Alcock with a view to obtaining exact information for Her Majesty's Government as to the real requirements of Chinese Law in such cases, and secondly to ascertaining whether some mode of trial consonant with the usages of civilized nations could not be established at least where surrendered Criminals are concerned.
4. I now think it best to forward to Your Lordship my despatch to Sir Rutherford Alcock without awaiting his reply. I have ventured in that despatch to state that any impunity resulting to Criminals from the humane instructions transmitted to me would be as unwelcome to Her Majesty's Government as to the Executive here - an opinion in which I trust I have not misrepresented Your Lordship's feelings.
